Contractmanager -Leveranciersmanager IT
As Senior ICT Contract and Supplier Manager, you play a key role in the further professionalization of Contract and Supplier Management (CLM) within the Business Operations, Strategy, Governance, and Knowledge (BSBK) domain. You support the preparation for the new central IPM organization and ensure that ICT contracts, supplier relationships, and associated processes are set up to be future-proof. In doing so, you work closely with contract owners, information managers, buyers, legal experts, security specialists, financial advisors, and suppliers.
Your main responsibilities:
• Inventorying, classifying, and prioritizing ICT contracts and supplier relationships within the BSBK domain
• Performing contract analyses and GAP analyses according to the CATS CM methodology
• Mapping risks, compliance aspects, and improvement measures within contract files
• Organizing and making contract and supplier files transferable
• Develop and implement an onboarding and transfer approach for the future central CLM organization
• Drafting handover documentation including contract status, obligations, supplier performance, risks, and financial insights
• Conducting spend analyses and contract portfolio analyses
• Advising on prioritization, management regimes, and future contract governance
• Developing reports, KPIs, and management information for contract and supplier management
• Analyzing the performance, dependencies, and risks of strategic ICT suppliers
• Drafting improvement recommendations for supplier management and supplier governance
• Supporting complex ICT tenders with risk analyses, contractual principles, and evaluation advice
• Drafting and reviewing SLAs, DAPs, exit plans, and other contract documentation
• Advising on legality, procurement issues, contract risks, and supplier escalations
• Drafting an implementation and improvement recommendation for the further professionalization of Contract and Supplier Management within BSBK
Profile requirements:
• Minimum HBO working and thinking level
• A completed education in Business Administration, Supply Chain Management, Purchasing and Contract Management, or similar
• NEVI 2 Public or a comparable qualification
• Demonstrable knowledge of the Public Procurement Act and public procurement processes
• At least 6 years of demonstrable experience with contract and supplier management within complex ICT environments
• At least 3 years of experience within a municipal, government, or semi-government organization
• Experience with ICT contracts in the fields of software, SaaS, cloud solutions, applications, and information provision
• Experience with European tenders for ICT services and ICT solutions
• Experience drafting and reviewing SLAs, DAPs, exit plans, and contract documentation
• Experience with supplier management towards strategic ICT suppliers
• Experience with spend analysis, contract portfolio management, and management regimes
• Experience with contract analysis, GAP analysis, and improving contract files
• Experience with change processes aimed at the professionalization or centralization of contract and supplier management
• Experience with a recognized contract management methodology, such as CATS CM
• Experience providing advice within administratively complex organizations
