Job Title: Senior Quality Advisor / Project Lead – Social Domain

Role Overview:
We ARE seeking an experienced Senior Quality Advisor / Project Lead to support a Dutch municipality with the implementation of major legislative changes within the Social Domain. You will lead the implementation of the Participatiewet in Balans and the Social Security Enforcement Act, translating legislative and policy changes into practical processes, work instructions, systems, and operational procedures.


Key Responsibilities:
• Lead and coordinate the implementation of the Participatiewet in Balans and related legislative changes.
• Analyze the impact of legislation on policies, processes, systems, and day-to-day operations.
• Translate legislation and policy into practical work processes, instructions, forms, and procedures.
• Coordinate required system and process changes within Suite and ZorgNed.
• Identify risks, bottlenecks, and implementation requirements and advise management and policy teams.
• Support the implementation of the Social Security Enforcement Act.
• Develop and deliver training and knowledge-transfer activities for employees.
• Develop and implement an integrated onboarding program for the Social Domain.
• Ensure new processes, working agreements, and quality standards are properly documented and embedded.


Qualifications & Experience:
• HBO/WO degree or equivalent working and thinking level.
• Extensive experience as a Senior Quality Advisor, Project Lead, Implementation Advisor, or Policy Advisor within the Dutch Social Domain.
• In-depth knowledge of the Participatiewet and preferably the Participatiewet in Balans.
• Proven experience implementing legislation and policy changes within Dutch municipalities.
• Experience translating legislation into operational processes, work instructions, and system requirements.
• Experience with quality assurance, process improvement, and change/implementation projects.
• Experience with employee training, knowledge transfer, and/or onboarding programs.
• Knowledge of ZorgNed is a plus.
• Excellent communication skills in Dutch.


Location: Oss, Netherlands
Working hours: 36 hours per week
Contract: Freelance / Self-Employed (ZZP)
Project Duration: 12 months
