About the Role
We are looking for a Senior Business Analyst to support a major transformation and digitalization programme within a public sector organization responsible for unemployment benefit services.
You will play a key role in analyzing, structuring, and formalizing business requirements while acting as a bridge between business stakeholders, IT teams, project management, and strategic leadership. Beyond traditional business analysis responsibilities, you will contribute to building internal business analysis capabilities, mentoring future analysts, and helping establish a sustainable Business Analysis function within the organization.
Key Responsibilities
Business Analysis
- Gather, analyze, challenge, and document business requirements.
- Translate stakeholder needs into clear functional and non-functional specifications.
- Analyze existing business processes and identify opportunities for optimization, automation, and efficiency improvements.
- Create user stories, acceptance criteria, process models, and functional documentation.
- Ensure alignment between business objectives, technical constraints, and strategic priorities.
- Support testing, validation, and deployment activities throughout project lifecycles.
- Contribute to initiative prioritization and decision-making processes.
Business Analysis Governance & Structure
- Define and promote business analysis standards, methodologies, and best practices.
- Establish governance frameworks to ensure consistency, quality, and traceability across initiatives.
- Support the development and maturation of business analysis practices within the organization.
Coaching & Knowledge Transfer
- Mentor subject matter experts transitioning into Business Analyst roles.
- Deliver coaching and training on business analysis techniques, requirements gathering, process modelling, and documentation.
- Facilitate knowledge transfer and create sustainable internal competencies.
- Contribute to building an autonomous internal Business Analyst team.
Stakeholder Management & Collaboration
- Act as the primary liaison between business units, IT teams, project managers, and leadership.
- Facilitate workshops, discovery sessions, validation meetings, and stakeholder discussions.
- Manage dependencies across multiple initiatives.
- Support issue resolution related to business requirements and solution understanding.
- Participate in governance meetings and project steering activities.
Required Skills & Experience
- Extensive experience as a Business Analyst in complex environments.
- Experience working within public sector, government, or social security organizations is highly desirable.
