Role: Senior Omgevingsmanager

For the necessary infrastructure for BIC-Noord, we are seeking to fill the role of Senior Environmental Manager. This project includes, among other things, the realization of an underpass beneath the A58, the widening of the underlying road network from 2x1 to 2x2 lanes, the creation of sufficient water storage, and the construction of various structures over the Beatrix Canal.

As Senior Environmental Manager, you will be part of an EPPM*/IPM team and work closely with the Project Manager, Technical Manager, Contract Manager, and Project Control Manager. With your communication and organizational skills, you will guide participation and stakeholder management, and make a concrete contribution to a future-proof Eindhoven.

Your challenge:
As Senior Environmental Manager for Infrastructure Measures BIC Noord, you act as an ambassador to the local community. You demonstrate how our municipality continuously improves Eindhoven's infrastructure. As a member of an Integrated Project Management Team (EPPM* team), you work at a strategic and tactical level to ensure a smoothly running project. In doing so, you focus on the positioning of the project within its environment and on the interrelationship between the various developments within the area.
You are responsible for maintaining and expanding relationships with stakeholders and have a keen understanding of the interests at play. With your political and administrative sensitivity, you know how decision-making takes place and how to effectively position projects within that process. You identify opportunities and risks in the environment and translate these into strategic advice for the project team and the board.
At the same time, you safeguard the planning and legal conditions as well as livability and safety. In doing so, you turn the environment into an opportunity, rather than a risk, to make projects better, stronger, and future-proof. Thanks to your involvement, the environment remains accessible, livable, and safe, and communication is clear.
 

Responsibilities
• You collaborate with other EPPM* role holders within the project management team under the direction of the project manager and deliver integrated project results within the established frameworks of DR-GOTICK (Sustainability, Risk, Money, Organization, Time, Information, Communication, and Quality).
• You are responsible for integrating the project into the environment by promoting stakeholder acceptance of the project result. You ensure the planning and legal conditioning (such as permits, zoning plans, exemptions, nitrogen). You ensure that all necessary studies for planning and legal safeguarding are carried out in a timely and correct manner.
• You take care of accessibility, livability, safety, and communication (BLVC), both during the project and regarding the project result.
• You prepare a stakeholder analysis and ensure the management of interfaces with other municipal projects throughout the entire duration of the project. In doing so, you identify and analyze these interfaces and make proposals to the Project Management Team (PMT) regarding the method of management.
• You are responsible for organizing the participation of the local community within the framework of the municipal participation policy.
• You ensure the drafting and submission of customer requirements for the Program of Requirements (PvE) and the contract.
• In the role of Senior Community Manager, you independently manage (sub)community teams consisting of subject matter experts, external parties, and collaboration partners. 
 

What you bring:
• You have a completed HBO and/or WO education and at least 5-10 years of demonstrable and relevant experience in the integrated management of spatial-physical projects from the initiation to the realization phase at municipalities with 50,000-100,000 inhabitants or more. In addition, you have demonstrably gone through all phases of a project.
• Knowledge of the EPPM/IPM project management collaboration model and proficient in applying the associated processes, products, roles, and responsibilities across all project phases.
• You work in a process-oriented manner and possess sufficient expertise to understand the main lines and contribute to finding solutions.
• You are a connector who can effectively handle complex, politically and administratively charged challenges and diverse interests.
• You have demonstrable experience and knowledge of environmental management and risk management.
• You demonstrate leadership; this is evident in your ability to effectively plan projects, set frameworks, manage, and monitor the course.
• You are flexible and stress-resistant; you can handle a dynamic and changeable environment where priorities shift rapidly and decisions are frequently adjusted.
• You initiate and stimulate collaboration between various parties and possess skills in conflict resolution and negotiation; you demonstrate this by initiating and stimulating partnerships and creating win-win situations.
• You communicate excellently, are environmentally sensitive, and can connect and inspire people. You do this by translating technical complexity into understandable language for various stakeholders.
