 The assignment focuses on delivering a coherent package of products in the field of BIO2 compliance and security governance for the Common Ground team.Deliverables1. Security handbook
  • A detailed security manual in which BIO2 measures are translated into the specific technical and organizational context of Common Ground and the Service Delivery Platform.
  • 2. Policy and advisory products
  • A set of policy and advisory products for the governance of Common Ground, both locally and at the national level, including:
  • Advice on new and existing Common Ground projects
  • Advice on logging, monitoring, and audit trails
  • Advice on non-functional requirements for suppliers of Common Ground software and infrastructure services


Availability and location
  • At least 1 day per week on location in Utrecht
  • If the work requires it: be present on location more often
  • Requirements (hard criteria)Minimum 8 years of experience as an Information Security OfficerOf which at least 3 years at a Dutch municipality of comparable sizeMinimum of 3 years of demonstrable experience with the implementation of BIO/BIO2 within a Dutch government organizationProven experience in advising on existing and new security issuesDemonstrable knowledge and experience with the DigiD framework and ENSIADemonstrable experience setting up and expanding a security function within a department or teamDemonstrable knowledge and experience with GDPR requirements, such as DPIAs and data processing agreementsExcellent command of the Dutch language, spoken and written (minimum C1 level)
