Strategic Omgevingsmanager
Als interim senior strategisch omgevingsmanager binnen het team Ruimtelijke Ordening en Recht werk je aan complexe (achterstallige) uitbreidingsprojecten in de regio Rotterdam/Goes. Denk hierbij bijvoorbeeld aan nieuwe hoogspannings- en distributiestations. Je bent verantwoordelijk voor het volledige omgevingsproces tijdens de verkennings- en planningsfase en stuurt op een breed gedragen locatiebesluit. Daarbij vertaal je maatschappelijke, bestuurlijke en juridische kaders naar concrete strategieën en oplossingen. Je onderhoudt duurzame relaties met stakeholders zoals gemeenten, provincies, TenneT, belangenorganisaties, bewoners en grondeigenaren.
Met jouw vooruitziende blik en gestructureerde aanpak zorg je ervoor dat we het energiesysteem van de toekomst kunnen realiseren in een dichtbevolkt en ruimtelijk kwetsbaar gebied.
Wat ga je doen?
- Je coördineert het besluitvormingsproces om tijdig tot een locatiebesluit te komen voor onze netuitbreidingen;
- Je brengt de belangen, ideeën, zorgen en wensen van stakeholders (zoals gemeenten, provincies, TenneT, belangenorganisaties, grondeigenaren en omwonenden) zorgvuldig in kaart door middel van gesprekken en vertaalt deze naar breed gedragen oplossingen;
- Je zorgt voor een transparant en goed georganiseerd stakeholderproces, waarbij je werkt volgens de SOM-methodiek. Het balanceren van belangen staat hierbij centraal;
- Je bouwt duurzame relaties op met externe partijen en maakt intern deel uit van het projectontwikkelingsteam, waarin je nauw samenwerkt met onder andere omgevingsjuristen, de projectontwikkelaar en communicatieadviseurs;
- Je coördineert het stakeholderproces op strategisch niveau en werkt nauw samen met communicatieadviseurs die verantwoordelijk zijn voor de uitvoering van participatie en communicatie;
- Je rapporteert transparant aan projectmanagement en opdrachtgever over voortgang, knelpunten, besluitvorming en escalaties.
Functie-eisen
- Een afgeronde hbo- of wo-opleiding, bijvoorbeeld in ruimtelijke ordening, planologie, bestuurskunde of omgevingsrecht;
- Minimaal vijf jaar ervaring als strategisch omgevingsmanager. Ervaring in de verkennings-/planningsfase bij een netbeheerder is een grote pré; anders bij voorkeur ervaring met complexe ruimtelijke (infrastructurele) projecten met maatschappelijke impact;
- Aantoonbare ervaring met complexe, multidisciplinaire projecten;
- Sterke communicatieve vaardigheden en eigenaarschap – je neemt de regie in het stakeholderproces en zorgt voor voortgang;
- Strategisch en analytisch vermogen gecombineerd met besluitvaardigheid;
- Kennis van relevante wet- en regelgeving, zoals de Omgevingswet, en ervaring met grondverwerving is een sterke pré;
- Professionele beheersing van zowel de Nederlandse als Engelse taal.
