Job Description: Legal Regulatory Advisor – Heat Transport Infrastructure Project

Project: Large-scale underground heat transport network (South Holland)
Employer: State-owned energy infrastructure company (100% subsidiary developing the heat network)
Location: The Hague (min. 2 days/week at project office) + occasional Groningen (head office)
Hours: 24–36 hours/week (max 1,840 p/year on full-time pro-rata)
Contract term: 4 May 2026 – 30 November 2026 (option to extend)


Your role

You will temporarily replace a project lawyer on maternity leave and act as the primary legal advisor for the development of a large-scale underground heat transport infrastructure connecting an industrial port area to the built environment. You will enable the energy transition by securing legal frameworks for heat transport to homes and businesses, directly contributing to CO₂ reduction.

No two days are the same: you support the commercial team, draft and negotiate client contracts, advise on complex regulation, and handle subsidy-related legal questions. You will work closely with a central legal team of ~30 experts.


Key responsibilities

  • Drafting & negotiating client contracts for heat transport and delivery.

  • Advising on legislation & regulations, specifically the Collective Heat Act and Collective Heat Decree.

  • Supporting the commercial team in contract management and risk assessment.

  • Legal advice on regulation & subsidies relevant to heat infrastructure.

  • Acting as project lawyer for the project team on all legal questions.

  • Liaising with the central legal department (The Hague & Groningen).


What we ask (mandatory & desired)

Mandatory

  • Completed university degree in Law (civil law focus).

  • Minimum 5 years relevant work experience (large organization or law firm).

  • Proven experience as a project lawyer with advisory experience in energy transition projects (EIS) – essential.

  • Good command of Dutch (written & spoken).

  • Strong advisory skills, analytical thinker, independent stance, relationship-aware.

Highly preferred (PRE – preferred experience)

  • Relevant experience in the heat market – specifically knowledge of the Heat Act and/or heat transport regulation (PRE).

Plus

  • Knowledge of regulation/regulated markets.
