HR Consultant 

The HR Consultant serves as the first point of contact for employees and managers, providing operational and advisory HR support across employment conditions, absence management, and HR policy implementation within a growing and dynamic municipal organization.

Responsibilities:

  • Act as first point of contact for HR-related questions from employees and managers
  • Advise on employment conditions, legal status, and HR regulations
  • Support absence management and reintegration processes
  • Assist with parental leave, contracts, and general personnel matters
  • Conduct onboarding, employment, and exit interviews
  • Carry out absence, performance, and career development conversations
  • Support and further develop HR themes such as inflow, throughflow, and outflow
  • Contribute to initiatives on integrity and unwanted behavior
  • Organize onboarding/induction days for new employees
  • Collaborate closely with HR Business Partners

Requirements:

  • HBO (higher professional education) level, preferably in HRM or Personnel & Labor
  • Experience working within a municipality
  • Knowledge of collective labor agreements, employment law, and social legislation
  • Strong communication skills and ability to engage with both staff and management
  • Accurate, solution-oriented, and confident in providing advice
  • Approachable, reliable, and service-minded
  • Knowledge of AFAS Profit is a plus
  • Ability to provide a Certificate of Conduct (VOG)
